VILLA COLON; Canton de Mora, 30 minutes East of Puriscal, 7 minutes West of Santa Ana, a few minutes away from the Shopping Malls, Hospitals and Business Centers of Escazu / Santa Ana and half hour away from the Pacific Coast via Ruta 27.  Home to the University of Peace in the hamlet of El Rodeo. https://www.upeace.org/upeace-tools/virtual-tour.  Over 200 students from all over the world pursue their master’s degrees in a wide variety of academic disciplines such as international peace studies, conflict resolution and settlement of disputes, human rights and natural resources management. The vast majority of students reside in Ciudad Colon, which provides the town with distinctive feel.  Ciudad Colon used to be called Villa Colon, but before that, and many years ago, Pacaca. Close to the town is Quitirrisí, an indigenous reserve in the Central Valley, very well known for their handcraft abilities. Ciudad Colon is known for its exquisite weather that is typically slightly warmer than Santa Ana.  The mountains surrounding Ciudad Colon make it a wonderful location for hiking, horseback riding and mountain climbing. Old paths were created so people could trek up the mountain and take in the stunning views, vegetation of the region, waterfalls and the abundance of flora and fauna. This sleepy town sits in the middle of the fastest growing region in Costa Rica, and in a short drive travelers can find themselves and one of the most visited attractions in the country.  

There are no upscale bars or restaurants but there are many local venues catering to food and entertainment. Ciudad Colon is particularly suitable for outdoor activities such as horse riding, mountain boardingbiking,running and hiking.  Feria Verde on Tuesdays, Artesans Feria on Fridays, Farmers Market on Saturdays….across from the park & next to the church.  Despite its small size, people from over 60 nationalities live in Ciudad Colon at any given time, making it one of the most multi-cultural towns in the whole world. Most of this expatriate population comprises students and faculty members from the United Nations mandated University for Peace.

PUBLIC MONEY & TRANSPARENCY:  Can you imagine that from your phone or computer you are able to track purchases of materials made by your municipality?  Soon this will be a reality for the people of Mora, the first canton to implement the System Transparency in Public Procurement Management, a tracking platform to all procurement processes of this municipality.

The system identifies corrupt actions and steps necessary to avoid them.  It uses technology so that there are controls at all stages of shopping by the Municipality, from the call for bids until the receipt of purchased materials.  In the case of Mora, it includes enabling a special space for the receipt of goods; electronic equipment for scanning documents; video equipment and closed circuit surveillance and biometric recognition equipment for suppliers.   This platform was implemented with the support of Aliarse, an organization promoting public-private partnerships and the Canadian Embassy.
